Senior Command and Staff Course (SCSC) 11 conducted an International Study Tour (IST) on Enhancing National Capability to Address Contemporary Security Challenges from 1 to 10 April 2023

The International Study Tour (IST) is an annual program for Senior Command and Staff Course (SCSC) curriculum that is designed to provide students to undertake in-depth study of the theme for the tour. The SCSC 11 students, College Leadership and Faculty conducted International Study Tour in the Republic of Egypt, Qatar, Vietnam and the Republic of Korea (RoK), commonly known as South Korea.

The purpose of IST 2023 was to broaden the students’ perspective of regional to understanding of global security issues and the nexus between policy, strategy, development and national security through inter agency cooperation within the visited countries.

The 78 participants to the IST were divided in four groups. The delegation to Egypt was headed by the College Deputy Commandant, Col JC NGENDAHIMANA, to Vietnam, Col Alo Mark EBENEZER, the Head Research and Development, to Qatar, Lt Col Victor AKILI the College General Coordinator, whereas the one to the Republic of Korea was headed by the Chief Instructor, Lt Col BD MUTAYOMBA.

The IST 2023 objectives were:

a. To give the students insights into the challenges affecting national socio-economic transformation.

b. To identify the foreign policies that guide security and economic strategies.

c. To study the role of security organs in socio-economic development.

d. To identify the major social, cultural, political, diplomatic, economic, and military factors those shape the geo-strategic context.

The tour was very beneficial to SCSC 11 students as they learned much in regard to policies and strategies, the four countries put in place to ensure their national peace and security. The RDFCSC two week-long International Study Tour from 1st to 10th April 2023 was very educative and successful as the delegations returned to Rwanda after completing the tour safe and satisfied.
