SENIOR COMMAND AND STAFF COURSE (SCSC) 12 CONDUCTED AN INTERNATIONAL STUDY TOUR (IST) ON ENHANCING NATIONAL CAPABILITY TO ADDRESS CONTEMPORARY SECURITY CHALLENGES FROM 06 TO 14 APRIL 2024

The International Study Tour (IST) is an annual program within the Senior Command and Staff Course (SCSC) curriculum. The program is designed to provide students with an in-depth study of a specific theme related to the course. The College Leadership, Faculty, and SCSC 12 students embarked on an International Study Tour of France, China, Singapore, and Poland.

The purpose of IST 2024 was to enhance students' understanding of global security issues, policies, strategies, and development through inter-agency cooperation within the countries visited.

The 69 participants in the IST were divided into four groups. The delegation to China was headed by the College Commandant, Brig Gen Andrew NYAMVUMBA, to Poland the College Deputy Commandant & CI, Brig Gen Jean Chrysostome NGENDAHIMANA, to Singapore Col Victor AKILI the Course Coordinator, whereas the one to France was headed by the Head Academics, Col Lausanne NSENGIMANA.

The IST 2024 objectives were:

a. To give the students insights into the challenges affecting national socio-economic transformation.

b. To identify the foreign policies that guide security and economic strategies.

c. To study the role of security organs in socio-economic development.

d. To identify the major social, cultural, political, diplomatic, economic, and military factors that shape the geo-strategic context.

The tour was very beneficial to SCSC 12 students as they learned much regarding policies and strategies, the four countries put in place to ensure their national peace and security. The RDFCSC One-week-long International Study Tour from 6th to 14th April 2024 was very educative and successful as the delegations returned to Rwanda after completing the tour safely and satisfied.
